Preheat oven to 350℉ (180℃).
In a mixing bowl, combine the flours, wheatgerm, baking powder, baking soda, and salt. Stir in the rolled oats and brown sugar. Mix thoroughly, then mix in the raisins.
In a small mixing bowl, combine the vegetable oil, molasses, and water.
Add the wet ingredients to the dry ingredients and stir until thoroughly blended.
Turn into a well-greased 9 by 5 inch (23×13×7 cm) loaf pan.
Bake at 350℉ (180℃) for 50 minutes.
