The filling cooks down on the stovetop first. Pitted dates, sugar, fresh orange juice, and grated orange zest simmer together until thick and jammy. That citrus does real work here: it brightens what could otherwise be a one-note sweetness. Chopped nuts folded in after cooling add texture that keeps the filling from being too dense.
The crumb mixture pulls double duty as both base and topping. Pressing two-thirds of it firmly into the pan creates a sturdy foundation that won’t crumble apart when you cut the bars. The remaining third goes on top loosely, which lets it bake into those craggy, golden bits everyone picks at first.

Directions
For filling, combine dates, sugar, orange peel and orange juice in medium-sized saucepan.
Cook over low heat, stirring occasionally until thickened.
Cool. Stir in nutmeats.
For base, sift together flour, soda and salt.
Add oats and sugar; mix well.
Stir in butter; mix until crumbly. Firmly press ⅔ of mixture into greased 8-inch square baking pan.
Spread filling evenly over crumb base.
Top with remaining crumb mixture; pack lightly.
Bake in preheated moderate oven (350 F) 30 to 35 minutes. Cool; cut in bars.
