Directions
Soak tomatoes in boiling water to cover, 2 minutes.
Drain and reserve water.
In a mini processor, combine tomatoes, 2 tablespoons reserved soaking liquid, anchovies and garlic; process until finely chopped.
Add lemon juice, oil, soy sauce and pepper; process until blended.
Stir ini 2 more tablespoons soaking liquid.
Cover and refrigerate until ready to use.
