Combine tomato sauce, 1 teaspoon italian seasoning and ⅛ teaspoon salt in a small saucepan.
Cover and cook over medium heat until hot; set aside and keep warm.
Combine turkey, garlic, remaining 1 teaspoon Italian seasoning, fennel seeds, pepper and ⅛ teaspoon salt, stir until blended.
Divide mixture into 4 equal portions and shape into ½ inch hick patties.
Coat a largenonstick skillet with cooking spray; place over medium heat until hot.
Add patties and cook about 9 minutes or until done, turning once.
Place patties on a serving platter; top with sauce.
