Directions
In a large skillet heat oil over med-high heat.
Add beef and onion, stir fry 2 to 3 minutes.
Add peppers and continue to cook and stir 2 to 3 minutes.
Stir in water and red wine, sauce mix, orange rind, and oregano.
Bring to boil, stirring constantly.
Reduce heat, cover and simmer for 5 minutes.
Serve on couscous or rice, garnish with chopped parsley.
