Preheat oven at 350℉ (180℃). Fill a 4-quart pot ¾ with water and bring to a boil. Once boiling, add pasta. Combine ground beef, peppers, onions and seasonings in a nine inch frying pan. Cook until meat is tender and brown. Drain excess grease from cooked meat then add 26 oz of pasta sauce and grated parmesean cheese. Cook under medium heat until sauce is hot. Drain cooked pasta. Rinse 4-quart pot and then place ricotta cheese in the pot. Heat ricotta cheese under low flame, stirring occassionally until cheese is smooth and creamy. Add cooked pasta to the cooked ricotta cheese and stir combination then remove flame. Coat the bottom of a 12×9 inch pain with 8 oz of pasta sauce. Top with half of the pasta and ricotta mixture. Next, layer the noodles with half of the meat and sauce mixture. Repeat last two steps then coat with remaining pasta sauce. Cover dish with 8oz of Mozarella cheese. Place in oven and bake for 30 to 45 minutes! Remove from oven. Let sit for 5 minutes then serve!
