1 pound beef flank steak;trimmed
1 x salt and black pepper
1 teaspoon vegetable oil
8 cups chicken broth, low salt
2 inch ginger;piece, halved lengthwise and smashed
1 tablespoon lime juice
3 strips lime zest
4 packages ramen noodles;instant, (seasoning packets discarded)
5 each scallions;thinly sliced
1/4 cup soy sauce
1/4 cup cilantro;fresh leaves
