Recipe Talk

I am new to cookie making and twice I have made a sugar cookie per recipe and they are too soft to cut. They fall apart when cutting or trying to roll them. I ended up cutting off section at a time and making I to a ball then a cookie. My question is why so soft why don't they set up.
