"chocolate cobbler"

Ate at a restaurant yesterday which served a warm brownie type recipe which was fudgy and gooey, but no "sauce"...what it DID have was a baked in/marbled type topping which tasted like it was basically sweetened condensed milk, vanilla, maybe an egg...wasn't a cheesecake texture. Can't really describe it more than this, but will say it is the absolute best chocolate dessert I've ever had. Can't find anything similar on the Internet anywhere. Any ideas?

CHOCOLATE COBBLER

Filling:
3/4 cup sugar
1 cup all-purpose flour
1/4 teaspoon salt
2 teaspoons baking powder
2 tablespoon cocoa
1/2 cup milk
3 tablespoon melted butter
1 teaspoon. vanilla
1/2 cup chopped nuts (optional)

Topping:
1/2 cup sugar
1/2 cup brown sugar
1/4 cup cocoa
1 1/2 cups water

For filling, sift dry ingredients into a 9-inch pan. Stir in milk,
butter and vanilla. Spread batter evenly in pan.

For topping: Mix sugars with cocoa and sprinkle over batter.
Pour water over all. Bake at 350 degrees for 45 minutes.
Serve warm or cold with ice cream and whipped topping.
