COMBINE SAUSAGE, BEEF, ONIONS, GARLIC, CHILE POWDER, AND BAY IN A STOCKPOT, OVER A MODERATE FLAME HEAT AND STIR FOR 10-15 MINUTES, UNTIL BROWNED ADD REMAINING INGREDIENTS AND SIMMER FOR 1-1/2 TO 2 HOURS SERVE HOT, GARNISHED WITH A DOLLOP OF SOUR CREAM AS DESIRED
