Is there any substitute for masa harina (corn flower)? I'd like to make corn tortillas and do not have this ingredient on hand. Any help?

You can always take corn meal or grits and pulverize them to the consistency of powder/flour. This can be done in food processor or blender. When done in blender, just do a small amount at a time.
