In a lg Dutch oven, brown the beef, onions, peppers and celery in batches til meat is browned.
Rem w a slotted spoon to a lg roaster; add the next 8 ingr.
Cover and simmer for 3-4 hours. Serve on buns.
Makes 12 quarts.
