The cabbage and red bell pepper get a quick three-minute steam to keep them crisp-tender, then get tossed in a warm vinegar sauce spiked with caraway seeds and red pepper flakes.
The sauce is the whole secret. Apple cider vinegar, a touch of fructose, caraway, and pepper flakes simmer together into a concentrated dressing that gets strained over the warm cabbage. The caraway is what gives this a Central European character, pairing with the cabbage the same way it does in sauerkraut, but without the fermentation.
Three minutes of steaming is all the cabbage needs. Any longer and it goes limp and sulfurous. You want it still slightly crunchy with bright color.

Directions
Core cabbage and slice thinly.
In a small saucepan, mix vinegar, fructose, pepper flakes, caraway seeds.
Cook about 4 minutes and remove from heat.
Meanwhile, fill a large kettle with about 1 inch of water and bring to a boil.
Place cabbage slices and bell pepper in a steamer basket and place over water.
Steam, covered, 3 minutes.
Remove to a serving bowl.
Pour sauce through strainer over cabbage and toss well.
