The layering order matters more than it looks. Hamburger goes down first to anchor and absorb juices, noodles next to soak up sauce, then cheese to form a melted layer in the middle, soup for moisture, mushrooms and onions for flavor, sauce to drench it all, and pepperoni on top so the slices crisp slightly against the crockpot lid as steam condenses around them.
Cream of mushroom soup is the binding agent that distinguishes a casserole from a wet pasta. It melds with the pizza sauce as everything heats, creating a creamy, slightly thicker tomato sauce that coats the rigatoni rather than running off it.
Low heat for four hours is plenty, this is mostly about heating things through and melting the cheese into the pasta rather than cooking from raw. Pre-cooked pasta and pre-browned beef make the slow cooker step a finishing move, not a true cook.
