The oat base bakes for just 13 minutes. You want light golden brown, not dark. Overbaking makes the bars hard and brittle instead of chewy with a slight crunch. They’ll firm up more as they cool.
The chocolate goes on while the base is still slightly warm so it melts evenly when you spread it. Then the whole pan chills until the chocolate sets into a firm, snappy top layer.

Directions
Heat oven to 350℉ (180℃).
Lightly grease 9 inch square baking pan. In large bowl, combine oats, brown sugar and margarine, mix well.
Spread into prepared pan.
Bake 13 minutes or until light golden brown, cool on wire rack.
In small saucepan over low heat, melt chocolate pieces.
Spread over baked oat mixture; sprinkle with peanuts.
Chill 4 hours or until chocolate is set.
Cut into 2×1½ inch bars. Store tightly covered in refrigerator.
